The field force, which includes a 10% reserve team, will undergo rigorous training between April 16 and April 26, conducted by 129 specialised field trainers. Each enumerator is tasked with covering between 180 and 200 houses. To ensure accuracy and modern data standards, the process will involve geo-fencing of designated areas before enumerators fill out a digital 33-point questionnaire.
The data collected during the HLO will set the stage for the second and final phase: Population enumeration. Scheduled to begin on Feb 1, 2027, the final phase will record detailed demographic, socio-economic and cultural information for every resident in the district. This updated national data will be instrumental for the government in evaluating infrastructure gaps and planning future welfare schemes.
